Community Services Programme (CSP) 2017
Wexford Local Development have been requested by POBAL to nominate one Social Enterprise project from Co. Wexford who will submit an Expression of Interest (EOI) to apply for inclusion in the CSP programme in 2017.

This is the first call for applications to CSP since 2008 and is targeted directly through SICAP Programme Implementers across Ireland. The additional budget available nationally is €1 million.

BACKGROUND TO CSP
• Established in 2006 (previously FAS Social Economy Programme)
• Aim is to support Community Organisations (CLGs/Co-op’s) to provide local social, economic and environmental services through the application of a social enterprise model of delivery.
• Support is in the form of CSP co-funding contribution towards the cost of employing a Manager and/or Full Time Equivalent (FTE) positions

Social Enterprises must be:
• a CLG or co-op, or plan to adopt such a structure if they are successful in the EOI process
• Up and running and generating a traded income with at least one year’s accounts for review (2016 balance sheet is a minimum requirement)
• Clear fit with Strand 3 – Services employing those most distant from labour market
• Plan on employing Full Time Equivalents (FTEs) from named target groups

CSP Strand 3 Type Services:

Service delivery and employment of target groups as key objectives
•Provision of job opportunities for specific target groups as follows:
– Persons in receipt of disability allowance, invalidity pension or blind person’s pension;
– Travellers in receipt of jobseeker’s payments or One Parent Family Payment;
– Stabilised and recovering drug misusers;
– People with convictions who are in contact with the Probation Service.
– People who are homeless
– Immigrants, legally allowed to work in Ireland, who are in receipt of jobseeker’s payments or One Parent Family Payment
– Long-term unemployed

The following exclusions apply under CSP:
• childcare services other than those currently within the programme;
• enterprise centres other than those currently within the programme;
• care assistants and medical services;
• community development projects/youth projects and workers;
• citizens information and advice centres;
• health service delivery;
• IT or other training projects;
• advocacy, mediation and counselling

A key requirement under the CSP is that service providers generate traded income by adopting a social enterprise model of delivery.
• Generation of traded income must be core to the ethos of the service
CSP service’s must be able to demonstrate that they do not displace commercial services
